[BC] Dark station.... Violations.. who is responsible

" I drove past a dark station last week. One tower does not have side
lights
and the tower fences are not only unlocked, but wide open. And this place
is right next to a decent sized highway.
Who is responsible for this ( I assume the previous owner), and how do I go
about find out how to contact these people?
I am thinking about putting locks on the gates with a sign of how to get
ahold of me.
I would hate to see someone get hurt by doing something stupid.

Wouldn't the responsible party be whoever's name appears on the current
antenna structure registration?
I fear that, in these litigious times, that your adding gate locks could
cause *you* to *assume* liability.
A few years ago, a business, that my wife worked for, leased ground floor
space in a commercial building (that belonged to a law firm). One of the
employees of the tenant business had been shoveling snow off the sidewalk
out front because the landlord had been negligent in doing so. The lease
did specify that snow removal was the landlord's responsibility. Late one
afternoon, during a freezing rain, a jogger slipped, fell and broke her
wrist in front of this business. Because the tenant business had been
"maintaining" the sidewalks, it was found to be liable, rather than the
landlord, and had to pay a rather large settlement. (The tenant's insurance
company paid the settlement and significantly raised their insurance
premiums.) The tenant's lawyer told them not to shovel a single snowflake
in the future. If someone broke their neck, it would be the landlord's
problem then. Doesn't that give you a warm feeling about trying to be
helpful?
Kent, I sympathize with you wanting to do the right thing. If I were you, I
would sneak in there, when I wouldn't be seen, and lock the gates. Then,
throw the keys away. I wouldn't ever admit to doing it. Kind of like an
anonymous gift. If a beacon goes out, call the FAA from a pay phone, give a
fake name and report the outage. Let whoever is really responsible deal
with the expired NOTAM.
Before I catch heck for suggesting the above...season's greetings to
