[BC] Pattern or power change??

That has always been my understanding. If the station is out of 
tolerance it's to be shut down until corrections are made. Allowing 
daytime power because the operator is late seems to be asking for a 
fine. Remember, it's become our responsibility to pay down the 
deficit and make the FCC a profit center.
