[BC] Pattern or power change??

I once asked a well know Washington Law Firm to make a formal inquiry at  the 
FCC regarding the pattern change times at sunset.   I had two  manned sites 
and ocassionally the night site operator would be late.
 
I was told by the firm that if the operator was late we were to turn off  the 
day transmitter at pattern change time and wait until the night operator got  
to the night site.  When I passed on this letter to management with two  
solutions,  1.) Install a remote control to switch to the night  transmitter.  2.) 
 Pay the enginner to be on sight one hour before  scheduled switch instead of 
30 minutes.  
 
Management made the decision to pay the operators the additional  money.  The 
cost of remote control would have been expensive due to the  stability of the 
array at that time.
