If you're still supporting a transmitter that old in an environment 
where it hasn't been properly maintained, I'd call the support level 
stupendous. As a vendor, you're not required to know the rules beyond 
what's related to the design of the transmitter. It would seem to me 
you're taking on some legal liability if you actively get involved. 
Clearly, the owner hasn't taken care of the property and is putting 
the onus on you to fix things that may have nothing to do with the 
transmitter. If he can't sell it, you get the blame.

I don't think there's much you can do. He doesn't have a properly 
equipped engineer. He wants it fixed for free when he should hire a 
consulting engineer to do what it takes to make it legal. In the case 
of a sale I would think the new owner is going to want to see a 
station that might be a fixer-upper but is, at least, legal.
