Ok I am familure with this 

Alex is correct this happens only when its in the local /remote switch  on the ECU card is in the rRemote position. ,

If this does not happen when you put it in local mode. You have the following problem,and this can be fixed easy. 
Your remote control system is setup for latching contact closures.
 You need momentary contacts on the remote control side. So commands are momentary to ground or +5v. If any of the control inputs sees a latched contact it prevents the local buttons to work. Most of my stations have BE transmitters 1A's 5A's 6 A's 10A's
 Last year I installed a 1A for a friend, and had this same issue to find that his remote control was latching on /off its output commands. once I set it up for momentary closures it has been working ever since.
