[BC] FCC Updates Spectrum Dashboard

The FCC has updated the Spectrum Dashboard and officially taken it out of
beta.  They also announced upcoming changes to the Dashboard.

One of the more interesting upcoming enhancements is the announcement of an
API for developers to access the information.  I thought it would be
interesting to see what kind of ideas you guys have that might be
interesting applications of this data.
