[BC] EAS alert tones in movie preview ad

It is SO unlikely that any alert would be forwarded.  The proper FIPS  
codes would have to be there for the market where the ad is airing,  
AND they would have advanced the clock in the encoder making the  
recording, AND it would have to air in the proper hour.

It is not going to be forwarded.

HOWEVER, it still confuses the uninformed public, and even if it isn't  
illegal, which I believe it to be, it is not right, and no one should  
defend it as being and OK thing to do.
