 Tones, or duck-farts ?
 The old two-tone, I'd have to look up the current rule.
 Duck-farts are NOT an attention signal, although we sometimes
 assume they are since they seem to also serve that purpose.

 Now, if they are duck-farts, AND they actually decode into something,
 then it becomes a very risky premise indeed.
 Something about "false or deceptive signal."

 We are a nation of law, not of common sense and/or intelligence.
