[BC] Collins 831F2 assistance needed

I once had an FM20H where the tuning cap wouldn't tune the driver 
stage.  It looked normal and turned smoothly but seemed to have little 
or no effect.  Out of desperation I cleaned the fins with a small 
paint brush and all at once I could tune the stage.  Go figure.  It 
didn't look like it had much dust on it but it made a difference. 
Co-incidentally the TX was on 105.1
