Completely out of control.  We have pirates who advertise in local media and sell commercial time...and receive substantial support, particularly in local minority communities.  Some have received warning letters from the FCC, and one or two have been raided and their equipment confiscated...and within days they're back on the air.  I see reports from the NYC area that there are, in some areas, pirates on just about every unused frequency.  Supposedly it's also very bad in south Florida.
