[BC] LPFM - Auxiliary Xmitter?

I can hear the muttering from coast to coast:  "Why would 
anyone...  ask the question... much less do it?"

A couple of years ago I began discovering the world of LPFM.  At 
first it was:  "I would NEVER do one of those!"  But over time the 
concept has grown on me.

So here is the question:  If one of the goals of group establishing a 
future LPFM was to be available in the aftermath of a hurricane, 
tornado or other calamity,  you obviously could consider purchasing 
an extra transmitter and antenna and stashing them in the most secure 
site available.  But what if you wanted to install them in a 
"hardened" site a few blocks away and fire it up from time to time to 
make sure it worked, and that a few volunteers knew the fire drill 
for making it operational.  Would the FCC grant a license for an 
AUXILIARY transmitter for an LPFM?

Actually, there is some method to my madness:  On the days when 
tunneling devastates the flea power signal,  one could hope declaring 
a "test period for the auxiliary facility"  might restore reception 
in the heart of the reception area.

(This question comes naturally for the guy forever remembered in his 
home town for asking the hyper-active  High School Agri teacher:  Why 
don't our farmers haul cut forage to the cows like the California 
farmers do?   It hasn't been all bad going through life with a GED 
instead of a HS Diploma.   :->     )
