It is bus duct, and is a sandwich of copper bus-bar and insulation, encased in steel. The joints are held together by compression from a few bolts, and the failure was at one of the corner joints. It is an all-too-common "modern" construction which allows the main bus wiring to be installed as though it was simply wall-board strapping. There are many more failures in store for this kind of construction.
