[BC] FM translator Question

In order for the translator to have been authorized in the first place, it
HAD to have been issued a CP.  All of the translators now re-broadcasting
AMs were pre-existing since there have been no filing opportunities for new
translators.

The STA merely allows them to re-broadcast an AM, which was previously
prohibited by the rules (except in Alaska).

No, they have not been granted a CP only an STA, "Special TEMPORARY
Authority".

What the FCC will require once final rules are adopted is unknown.
