Just got stung offering an opinion similar to Richard's.  The actual 
Rule, which is conformed by FCC to the FAA, requires a 20,000 foot 
distance from any point on any runway, *if* at least one runway at that 
airport exceeds 3200 feet, which many do.  That's ~6.1 km., or about 3.8 
miles.  And it applies only to Public Airports, which is a bit dismaying 
as many private airports (like Mr. Travolta's 10,000 foot runway in 
Florida) have instrument approaches.
