[BC] Antenna Question

If the license says a specific antenna is authorized, then anything 
other than the specific antenna unauthorized for that station 
regardless of whether it's a translator, LPFM or a Class C.

As for the antenna, except for specific instances, it is unlikely 
this antenna is permitable since it has asymmetrically increased 
vertical gain and no horizontal gain.  As is the case with many 
things, there are exceptions.  If a reasonable engineering 
explanation and argument can be made, it is possible, though not 
likely, that the antenna would be licensed for a specific application/station.
