The problem with noise is not in that it is a 64-bit system, but in fact
that it's a server where cooling and reliability is imperative and noise is
irrelevant. Those servers would be just as loud if they were running a
32-bit OSes...

That being said, the servers don't have to be as loud as they usually are,
it's just that they want to cram them into 1U and 2U chassis to optimize
space usage. Such low height requirements dictate the use of smaller fans
which due to high rpms are typically much nosier than larger fans for the
same achieved airflow. Opt for more height in your servers with bigger fans
and the noise will be less. 

The other source of noise are hard disks (especially in file servers and
RAID arrays), but usually you can't do much about that (short of putting
everything into separate server room).
