[BC] Country Music plight in top towns

It only shows that higher programming management is breaking the #1 rule. 
First, I don't believe today's program directors know how to react to 
anything. Second, they are breaking the #1 rule of programming and that is 
going into knee-jerk reaction mode. This back and forth bit doesn't cut it. 
I'd like to know where the constancy rule suddenly got thrown out the 
window. I don't care what era one is in there are just some basics that 
must be followed. Be proactive no reactive. You don't reinvent the rules you 
creatively work within the context. Contextual Programming works.
