[BC] Multiple close-in Translators

The rules state that a translator can not interfere with an existing
station for a listener, no matter where that person is. If a complaint
is lodged to the station or translator owner, they are obligated to
mediate the issue for that listener in reasonable terms, as long as the
complaint is in a reasonable length of time after the translator starts.
I saw the post about being proactive. However, unless you can prove that
there will be interference prior to the startup, you have to wait, and
then file the complaints from listeners. A station can also complain, if
they, in fact, here it inside the 60. However, ANY interference can
cause this thing to shut down or fix it. And reasonable is required. We
all know about putting traps on peoples home units for some interference
complaints, but some fixes are unwieldy or not possible. For example, I
heard that a translator went on the air in Iowa, that was causing
problems to the existing public radio service. Many of the listeners
commuted, and wanted it fixed on their cars. The proposed fixed were
major modifications to them, and thus, were not workable. The translator
had to go off the air. 

However, for a class A, you may be stuck.
