All aircraft made under the current regulations must include an on off reset
switch on the panel for the elt regardless of where it is mounted. My 1998
Cessna 182 has a panel mounted switch, even though the Elt is mounted behind
the rear seat.

Like the fuel selector switch in John Denver's experimental.
Had to reach around the back of the seat to access it. He
did so after the engine quit but stepped on a rudder while
doing so. Stall->Spin->Insufficient altitude to recover.

Pattern: Customarily left traffic. Upwind->Crosswind->
Downwind->Base Leg->Final
