Whether or not this addresses this real issue I don't know,
unless all of these cords can handle at least 20 amps.  Most
household outlet circuits are fused (or breakered) at 20
amps.  Some older installations fused the outlets at 30. 
Assuming an overload at the appliance, you want the fuse to
blow or the breaker trip before you set the cord on fire. 
Lightweight extension cords are really dumb and because the
average consumer has no clue and will plug an 1800 watt
heater into a #18 cord and then be dumbfounded when the cord
becomes toast.
