[BC] RF absorption by foliage

There used to be a requirement in the rules that vegetation over the ground
system be kept less than 36 inches in height.  A quick search (thanks
Harold) didn't turn up the rule.  It, like everything else probably has been
deregulated much to the detriment of radio technical operations.
