I had five towers in Nashville  that was something similiar.  The  tower 
insulators and a small counterpoise ground system were at the 100 year  flood 
level. The dog house was in a building inside the legs of the  tower,  You climbed 
up a ladder to a trap door in the floor of each tower  to read the base 
currents.   The engineers all complainted about  having a trap door and opening up 
the trap door and eyeing a snake face-to  face.
 
In the 1960's the site was rebuilt and the phasor rebuilt and a negative  
parasatic tower actually was connected back to the phasor instead of a dummy  
load in the tower at that time the ATU's were moved to new buildings elevated  
but below the tower insulators with steps and regular  doors.  
 
Sure enough they had the 100 year flood in 1976 and some of the on ground  
doghouses were totally submerged for over a week.
