[BC] FCC actions

If the parties want to, they can do on the day which the consent is
granted. This is not uncommon in some sales where there isn't a great deal
of real property, no changes, and there isn't any lingering issues which
would hold up the sale. There are some sales where all the details are
resolved prior to the sale announcement and the FCC consent is a formality
waiting to occur.
