[BC] FCC actions

After the FCC has grants the application the period of time to close is 
up to the seller and buyer. If they are ready and want to move fast it 
could be consummated on the same day. The period of time to object is 
prior to the grant. So Once you see it's been granted it could occur 
anywhere from 0 to 90 days typically. 90 days usually being the time 
period allowed by the FCC, which can change in involuntary transfers.
