[BC] FCC actions

Typically, there's a 30 day period in which anyone can protest the sale, for
any reason. Most sale contracts I've seen specify closing to take place 5 or
10 days after the transfer cannot be protested. A good rule of thumb is 75
days from filing the transfer with the FCC until closing, unless specified
otherwise. Your mileage may vary.
