Part of the 9/11 problem was that a FEMA-like contract went out to 
replace the analog NYPD radios with digital. There was a big stink 
when they discovered that they weren't effective in many buildings. 
They hadn't been properly tested. I have NYPD friends who were angry 
as hell to find their most important weapon wasn't reliable. I 
believe part of the problem was that the repeaters within the World 
Trade Center hadn't been updated. First responders never got the 
order to evacuate.
