At least half of those frequencies are slated for commercial auction and
the remainder go to public safety so congress can say they needed the
spectrum for "first responders".  There is a political reality to all
of this and the congress critters want to See Da Money.

But say you could move the FM's in there with digital, what would you
do with the AM band and how would you get significant over the horizon
coverage for national security in times of disaster, natural or otherwise,
such as WCBS, WSB and WWL etc?
