Each time I've been to CNN, the HN set was dark. They repeat a lot of
content.

When I visited TWC, they told me that *all* segments are live. They
have two "weather walls" there - one for men (who tend to be taller) and
one for women (tend to be shorter). The cameras are fixed. It's all
very automated, but live.
