And here's my interpretation... Growth has slowed across the ENTIRE industry 
due to increased competition, so the rules to LIMIT competition are less 
valid. Loosten the ownership caps. Those caps were set when there was less 
competition.

Your interpretation is wrong. The good news is that it doesn't count.
