It is doubtful that can happen in the political climate that exists.
If it did happen, the delay might be 5 or 6 years at best.

It would be better to modify IBOC so code updates can be flashed
OTA, and evolve it into something better IMHO. IOW use IBOC/HD
as a starting point and get rid of it ASAP.
