[BC] strange Long Distance charges

Tom - when I was living in Perth, Australia last year I could call my kids 
in the States, 15 time zones and 12000 miles away across the Pacific for 
... get this, 1.7 cents a minute.  Now that I'm back within 200 miles of 
the little buggers, it's 7 cents a minute!

Go figure...
