It would also be a good idea to exclude it where 
88.1 and/or 88.3 are assigned or planned. <g>

However, as the FM band noise floor rises with IBOC 
deployment I suspect it would be of little value.

As FM transitions to digital, how many LPFM's, and 
I mean the REAL local ones, can afford IBOC?  
There may be undercapitalized Class A's that may
fall by the wayside. LPFM is a noble idea, but we
live in a commercial world, Willie.
