So what was the result? Did they cancel the sham recycling? I bet not. 
The purpose of mandatory this, mandatory that, when it is something we 
did fine without for ages, usually isn't the claimed "good", but to 
waste our time, money, and freedom with junk that impresses us with the 
power of govt.
