The same thing happened here.  People were sorting their garbage
according to recycleability (is that a word?) and were using specially
colored bags for recycle pickup.  Later it was discovered that the nice
orange bags of carefully sorted trash were going into the landfill
alongside the plain old black bags of plain old trash.

Lots of red faces, excuses, etc.
