The FCC NPRM for the EAS has been published in the Federal Register.

The main question is: can the EAS be improved - or as some might say "fixed"?

The FCC is accepting comments until September 25th.

For example: Should the EAS be separate from state/local emergency 
efforts? Perhaps a totally separate system?

A lot of hours of time/effort have been expended by many broadcasters 
... but in many places it is considered little more than an 
annoyance. Is there a solution?
