[EAS] FEMA and SiriusXM Expand Relationship to Enhance Delivery, of Emergency Alerts

I'd settle for them adjusting the EAS audio to be consistent with the 
preview programming.  Last I checked, they were off noticeably.  And I'd 
love them to include a voice message as part of the RWT.  That being 
said, at least they are sending RWTs which is much appreciated.  They 
are still my favorite alternative to a "local" PEP (mostly not 
receivable in my state) since they aren't dependent on a local affiliate 
existing and being receivable, which is a significant issue in our large 
but lightly populated state with lots of terrain issues.
