Some thoughts - 

 Those with warning information have no idea what, if anything,  
 Citizens are using to receive the information
 They may be completely disconnected from all electronic form of
communication
Therefore  they need to use - ALL available means.

If indeed broadcasters had to reach out to EM to be able to relay official
information
This is very sad commentary on the state of the LECC in that area

There is no law/requirement for citizens to remain connected to a 
Means for receiving emergency warnings

In the event of a rapidly developing emergency, earthquake etc.,  
There is very little time to warn, with a very small percentage of citizens
able 
  to receive the warning.

 There will be plenty of finger-pointing and blame - This is routine 
 For events like this.

 Will everyone be better prepared for next-time?     We will see.
