[EAS] Radio and Maui: A Failure To Communicate?

This is all well and good, but what if as in this situation, fires moved
unexpectedly very quickly?  By the time the fires in Lahaina started
catching buildings on fire, there wasn't time for your average resident or
business to find a radio, let alone start searching for news or guidance on
what to do.  First responders literally were telling callers into 911, that
emergency services simply couldn't get to them, and they needed to evacuate.
It got to the point where dispatchers were the ones recommending callers
jump into the sea to save themselves.  Here's a chilling interview from the
NY Times of a resident who barely escaped by jumping into the Pacific:

All this what-if thinking and finger pointing sadly won't provide answers to
an infinite number of potential scenarios that could catch a community like
this off guard.
