[EAS] The broken public warning system

My 2 cents worth.

After a major disaster there will be Blue Ribbon Committees that will 
look into the problem and generate reports and recommendations.

For a while after that there will be a discussion on improving warning 
and other public information.

Slowly interest will dissipate and when elected officials realize the 
cost of implementing those plans they will fade away.

An example is the mindset in San Francisco: "Our last earthquake was in 
1906".  Until, of course, 1989.  Today it is "Our last earthquake was in 
1989. . ."

Been there, done that, and the t-shirt wore out a long time ago.
