Adrian,

Although Sheriff John and Undersheriff Rob have moved on for a long time 
I was very involved with Alpine County.  There was a plan to put in 
microwave links from Douglas County all the way west to Calaveras and 
San Joaquin Counties, and north and south to adjacent counties, but 
nobody had the budget to do that.  One interesting problem for Alpine 
County is that Bear Valley may be the county's cash cow but it can be 
hours away from Markleeville in the winter.

And my experience has been that the smaller agencies are far more 
cooperative about mutual aid than the big cities.

In my work closer to you in Humboldt County NV I've learned that a law 
enforcement scene in McDermitt could have several different agencies 
responding, including two different states.

The question that started this story telling centers around who actually 
issues an alert.  And it is all over the map.  Some agencies give the 
authority to the Sheriff, some agencies give the authority to the Fire 
Chief, some agencies require the Board of Supervisors or the County 
Administrative Officer to issue an alert.

Since each agency has unique situations one can't mandate "All alerts 
must be issued by law enforcement (or fire department or ...)."

I learned in the US Navy that training is the key to making things work 
when something bad happens.  And no matter who gets to issue an alert in 
too many cases these days nobody really knows what to do.
