You're right Bill.
One of my kids was a police officer in a town that shared common borders with a large city.
City and County borders wove in and out so much that the first order of business was to sort out who had jurisdiction.
Anything close to a border always involved a turf battle with cops from at least two cities plus the sheriff.
Not much in the way of mutual aid there.
