[EAS] Orange County CA uses multiple warning systems for wildfires

Orange County, CA is using multiple layers of public alerts, including 
WEA, for wildfires.

There isn't a single, best system.  Layered alert systems use a 
combination of warnings for different levels of serverity.

It took California counties years to reach this point.  Other states could 
learn from the experience.
