[EAS] Volcano Warning - the unused event code

I guess the National Weather Service just has most experience with public 
outreach than the U.S. Geological Survey.  NWS has state-wide or 
region-wide tsunami drills on the west coast and tornado drills in the 
middle part of the country.  NWS public outreach for the events include 
EAS, weather radio, schools and broadcasters.

Volcanologists don't seem to use EAS in their public outreach.  Do they 
know they can?

In other countries, the same public agency is responsible all types of 
geoogical and meteorological warnings.  The U.S. splits them between 
multiple agencies (NWS and USGS).

Its sort of like wildfires in California. Before last year, there was a 
lot of finger-pointing about which agency was supposed to warn the public 
wildfires and didn't use EAS or WEA.  Now CALOES, Calfire and county/local 
officials include it in their job.
