Its not the actual list of PEP stations.

In other documents, KIRO is listed as a "legacy" PEP station, which means 
it been one of the early PEP participants since the 1980s.  FEMA 
"expanded" the number of PEP sources to 77 from 2005 to 2015.

Early documents say there were up to 37 initial PEP stations, but by 
9/11/2001 there were only 33 active PEP stations.  I don't know what 
happened to each PEP stations over the decades. Lack of FEMA funding, 
owner choose to stop participating, other?
