Yep. The mandatory items in Part 11 are very small.
SECCs don't have the legal authority to force stations to do "extra"
stuff. Even in the few states where the SECC has some legal existance, the
state/local parts of EAS is a voluntary system.
PEP stations sign a voluntary agreement with FEMA. To end the agreement,
there are likely some mutual notification steps and decommissioning
timelines. But more or less, a station can choose to end its PEP agreement
with FEMA. And likewise FEMA can choose to end its PEP agreement with a
station at anytime.
FEMA has a contract in place to decommission PEP sites on demand. You can
look up the public contracting documents on the DHS & GAO acquisition
sites.
