Re-thinking EAS operational areas
1. Legacy EBS areas
a. Many EAS plans re-used EBS areas (population and market changes)
b. All disasters are local mythology (Minot train derailment)
2. LP-1/LP-2 broadcast stations for activating EAS by local authorities
a. Willing, volunteer broadcasters
b. Able to remain on the air during disaster
c. Used to have local staff available 24x7
3. EAS monitoring/distribution assignments for national activation
a. What should other EAS participants in an area monitor for alerts
b. Prevent monitoring loops and disconnected participants
c. Limit cost of monitoring sources (2 required + IPAWS, others optional)
4. Coordinating monthly EAS tests
a. Every area has at least one monthly test source
b. Operational areas can cross state borders
c. Geographic (RF and Internet) challenges
