[EAS] Comments on FCC 21-77 on FEMA requested changes to EAS

It just takes time for them to get it through the process I suppose. I see now that comments have been posted from from Digital Alert Systems, the National Cable Telecommunication Association, and the American Cable Association. Is also a comment from Gary Timm, who is swinging for the bleachers by asking the Commission to clean up a whole bunch of issues in the Part 11 rules.

It looks like the ECFS indexes are messed up again.
I can see DASDEC filing when I search by name, but it doesn't appear when
I search by proceeding.
Hopefully when PSHSB searches for comments their search results includes
comments that doesn't show up in the ECFS indexes. Although I guess it
makes it easier for them to claim they didn't receive any comments
opposing their decisions when comments don't show up in ECFS indexing.
