[EAS] Reply comments for FEMA suggested EAS changes (FCC 21-77)

One last set of reply commments was filed by Sage Alerting Systems.  For a 
change of pace, instead of persistent alerts, Sage's comments were about 
changes to the 3-letter ORG codes and the text descriptions, in addition 
to changes to the 3-letter EEE Event codes.

Sage sums up in its comments in the last sentence: "Change the text, not 
the codes."
