[EAS] North Dakota: Copy/paste message from above

Very few states conduct any after action reviews of emergency alerts (of 
any color -- amber, silver, blue, camao, aqua, etc.).

The subject of the Silver Alert was found less than 1 hour later, 
approximately 53 miles away west of Fargo.  Because the Silver alert was 
jurisdiction based, rather than geographic based (not a circle/polygon), 
the entire state of North Dakota was alerted but no neighboring states 
such as nearby Minnesota or South Dakota.

In this case, the subject drove in a straight line, west in North Dakota. 
If the subject had driven in almost any other direction, they would have 
been in a different jurisdiction with no silver alert.
