Probably not.

It's more likely that these alerts, most often brought into our consciousness and promoted by those who have ulterior agendas, serve a singular purpose other than what is proposed on the surface.
Once that purpose is accomplished, little attention goes into the details of how such alerts are implemented.
The mission has been accomplished. The tedium of setting realistic geographic granularity is beyond the scope of the mission and given little, or no attention. Wisdom is elusive in the process.
